Recreational cannabis for sale in Canada: what to check before you pay
Canada legalized recreational cannabis on Oct. 17, 2018 under the federal Cannabis Act. Sales run through provincial and territorial systems. Each province sets its own rules for store count, online sales, delivery, and minimum age. Convenience now shapes the transaction: same-day courier, click-and-collect, and a licensed store within walking distance of a transit stop.

Advice first
- Buy only from a retailer licensed by the province, or from the provincial online store. Unlicensed sites ship product with no lab test, no excise stamp, and no recall path.
- Confirm the legal age where you buy. The federal minimum is 18. Most provinces set 19. Alberta is 18. Quebec is 21.
- Look for the federal excise stamp on the package. Legal cannabis sold in Canada carries one.
- Read THC and CBD in milligrams per unit. A percentage alone does not tell you the dose in one pre-roll or one gummy.
Channels
- Provincial online store: Ontario, British Columbia, Quebec, and others sell direct. Delivery runs from 1 day to 5 days.
- Private licensed stores: Alberta, Saskatchewan, Manitoba, and Ontario use private retail. Some provinces let those stores take online orders and deliver.
- Pickup: reserve online, pay at the counter, leave with the bag.
Parameters to compare
- Net weight and price per gram
- THC and CBD in mg per unit and per package
- Packaging date and lot number
- Class: dried flower, pre-roll, extract, edible, topical, beverage
- Federal caps: 10 mg THC per package for edibles, 1,000 mg per package for extracts
- Public carry limit: 30 g of dried cannabis or the equivalent, unless the province sets a lower number
Pitfalls
- Illegal delivery sites copy the design of legal stores. No excise stamp, no licensed producer name, no provincial authorization number.
- Edibles take 30 minutes to 120 minutes to take effect. People who re-dose at 20 minutes end up in the emergency room. Start at 2.5 mg to 5 mg THC.
- THC content varies between lots from the same producer.
- US border officers can bar entry for cannabis use, purchase, or admission. Cannabis stays illegal under US federal law.
- Federal impaired driving law sets blood THC limits at 2 ng and 5 ng. Do not drive after use.
- A province can set a possession limit below the federal 30 g. Check the province before you cross a border with product.
Cost
Price at the till includes federal excise duty: $1 per gram of dried flower or 10% of the sale price, whichever is higher, plus provincial sales tax or HST. Statistics Canada publishes average price per gram and the legal share of household cannabis spending. The legal share has grown since 2018 and the price gap between legal and illegal flower has narrowed.
