The short answer
Recreational cannabis sales in the United States are limited to buyers who are 21 and older. That rule covers every customer. A visitor from Japan and a resident of the same state show the same document at the same counter. No state lowers the age for tourists, and no store can waive it.

Medical programs use lower floors. The lowest is 18, and it comes with a patient card and a doctor's certification. Foreign visitors need a passport. Many shops will not accept a driver license issued outside the US.
United States: 21 for recreational, 18 to 21 for medical
24 states and the District of Columbia have legalized adult-use cannabis. Retail sales are open in most of them. Alaska, California, Colorado, Michigan, Nevada, and Washington are among the states with active storefront markets.

Medical cannabis runs on separate rules. Age floors range from 18 to 21. Some states let patients under 18 register with a parent or guardian as a caregiver.

Out-of-state medical cards work in a minority of states. Nevada, Arizona, Maine, New Mexico, Rhode Island, and Maryland are among them. Terms differ by state. Check the state regulator before you travel.
Canada: 18, 19, or 21 by province
Alberta sets the floor at 18. Quebec sets it at 21. Every other province and territory sets it at 19. Federal law sets 18 as the national floor. A passport is required for tourists, and provincial retailers log the sale.
Europe and other destinations
- Netherlands: coffee shops sell to buyers 18 and older. A few municipalities restrict sales to residents. Amsterdam does not.
- Germany: adults 18 and older may possess up to 25 grams in public. Club members aged 18 to 21 face limits of 30 grams per month and a lower THC cap. There is no retail store market.
- Spain: cannabis clubs admit members 18 and older in Catalonia and 21 in some other regions. Tourists without a member referral are turned away at many clubs.
- Uruguay: pharmacy sales require registration as a resident. Tourists cannot buy.
- Thailand: recreational sales ended in June 2025. A medical prescription is now required.
Documents that pass
- Passport from any country. This is the one document that works for a foreign visitor.
- US state driver license or state ID card.
- US passport card or military ID.
Documents that fail at most counters: a driver license from another country, an expired ID, a photocopy, a student card, and a photo on a phone screen.
Where the age gate appears
The check happens at the door in some stores and at the register in others. Both checks happen in states with strict entry rules. The same ID is required for curbside pickup, drive-thru windows, online orders, and delivery. A delivery driver checks the ID at your door and returns the product if the buyer is under 21.
Borders and transport
Cannabis cannot cross state lines or national borders. Possession stays a federal offense in the US. US Customs and Border Protection can seize the product, issue a fine, or deny entry. Airport security officers do not enforce state cannabis law, but federal officers at a port of entry do.
Convenience does not change the age check
Online menus, same-day delivery, drive-thru windows, and self-serve kiosks cut the time at the counter. None of them cut the ID step. Every legal sale in the US, Canada, and the Netherlands ends with a scanned or inspected document and a birth date entered into a state tracking system.
